º y 2.º de la Ley 70, y 3.º de la Ley 172, ambas de 1938, serán vendidos de contado o a plazos con suficiente garantía y con preferencia a los pobladores y cultivadores de ellos, mediante avaluó judicial, siendo competente para verificarlo el Juez de dicho Municipio, sin necesidad de previa parcelación.
