Los empleados, funcionarios o corporaciones públicos que admitan solicitudes o documentos que deban estar extendidos en papel sellado o provisto de estampillas sin que llenen tal requisito, incurrirán en una multa de un peso por cada hoja de papel sellado que hubiere dejado de usarse o por cada estampilla que se hubiere omitido. La multa será impuesta por el inmediato superior que tuviere conocimiento de la infracción, o ingresará al Tesoro Nacional.
