Con el fin de promover la gestión eficiente de la energía, el Ministerio de Minas y Energía establecerá e implementará los lineamientos de política energética en materia de sistemas de medición así como la gradualidad con la que se deberán poner en funcionamiento; todo lo cual se llevará a cabo con fundamento en los estudios técnicos que sus entidades adscritas elaboren.
