Art. 2° la apropiación de las partidas a que se refiere los artículos 17,20,21 y 27 deja el subsistente la responsabilidad penal en que hayan podido incurrir los empleados públicos que hayan invertido en la ordenación, pago de examen de los gastos de que trata en tales artículos.
