Art. 5.° Ningún empleado civil puede percibir del Tesoro nacional más de un sobresueldo; los que tengan asignado más de uno, tienen derecho á optar, de una vez y definitivamente, por uno solo, cuando la concesión haya sido otorgada por ministerio distinto del ramo á que pertenezca.
