Art. 3.º Las faltas accidentales ó absolutas de los miembros de esas Oficinas serán llenadas por los respectivos suplentes, y á falta de estos, en virtud de nombramientos interinos que harán los Gobernadores, quienes los someterán á la aprobación de la Asamblea en las sesiones inmediatas.
