Las Secciones de Pagaduría y Proveeduría, que venían funcionando como parte integrante del Departamento de Presupuesto y Contabilidad del Ministerio de Hacienda, continuarán en adelante como dependencias de la Secretaría General del mismo Ministerio. La Sección de Fomento Municipal continuará transitoriamente dependiendo de la Dirección del Presupuesto, mientras se organiza el Instituto de Fomento Municipal, y sus empleados continuarán con sus mismas funciones y sus sueldos actuales.
