Cuando falten boletines de expedición no podrá demorarse por este motivo la entrega de las encomiendas respectivas, sino que se establecerá uno suplementario para cada paquete, sobre la respectiva fórmula, para los efectos de la entrega y se velará cuidadosamente por la llegada de los boletines originarlos en falta.
