El Estado Colombiano en sus instituciones de Educación Pública garantizará el acceso a la educación y la capacitación en los niveles primario, secundario, profesional y técnico para las personas en situación de discapacidad, quienes para ello dispondrán de una formación integral dentro del ambiente más apropiado a sus necesidades especiales.
