Cuando el Consejo de Disciplina a que se refiere el artículo 2° de esta Ley diere concepto favorable a la rebaja, no debiendo darlo en esa forma, o cuando las autoridades encargadas de conceder tal beneficio procedan sin tener en cuenta las condiciones y requisitos que indican los artículos 7° y 8° de esta Ley, se les impondrá una multa, de carácter individual, de veinte a trescientos pesos.
