Artículo quinto. Para efecto del funcionamiento de las juntas a que se refiere el artículo anterior, señálense dentro del territorio nacional cuatro (4) zonas distribuidas así: Primera Zona: Departamentos del Valle del Cauca, Cauca, Caldas, Nariño y Chocó. Segunda Zona: Departamentos de Antioquia, Córdoba, Atlántico y Bolívar. Tercera Zona: Departamentos de Cundinamarca, Boyacá, Tolima y Huila. Cuarta Zona: Departamentos del Magdalena, Norte de Santander y Santander.
