Objeto . El presente capítulo tiene como objeto describir el procedimiento para la elaboración de listas de materiales e insumos de escaso abasto para el sector textil y confecciones en Colombia, permitiendo que los materiales e insumos en condición de desabastecimiento sean calificados como “mercancías originarias” cuando se utilicen para elaborar mercancías exportables y, en tal condición, podrán obtener las preferencias arancelarias pactadas en determinados acuerdos comerciales.
