La presente ley rige a partir de su promulgación, deroga todas las disposiciones que le sean contrarias y exceptúa a Telecom de lo dispuesto en la Ley 314 de 1996 y en la Ley 419 de 1997 durante el término de existencia del Patrimonio Autónomo creado mediante esta ley.

Ley 651 de 2001 · por medio de la cual se autoriza la constitución de un patrimonio autónomo para el pago del valor del cálculo actuarial por pensiones a cargo de la Empresa Nacional de Telecomunicaciones, Telecom, se señalan algunos aspectos relacionados con su constitución y régimen y se conceden unas facultades extraordinarias al Gobierno Nacional.
