Decrétase la construcción, dotación y sostenimiento del Hospital Regional de la ciudad de El Carmen, en el Departamento de Bolívar, que comprenderá la circunscripción de los Municipios de San Jacinto, San Juan, El Guamo, Zambrano, Córdoba. Ovejas y El Carmen, que será su cabecera, sin perjuicio de atender con sus servicios a las poblaciones de Plato y demás circunvecinas del Departamento del Magdalena.
