Los Departamentos y los Municipios podrán obtener que les abran cuentas mensuales para los despachos oficiales de los respectivos funcionarios, o entidades, en condiciones semejantes a las de las entidades nacionales. El Ministerio de Correos y Telégrafos reglamentará lo relativo a estas cuentas.
