A partir de 1991 y por el término de cuatro años, del impuesto a las importaciones, la parte correspondiente al recaudo por el porcentaje del cero punto ocho por ciento (0.8%), que en la actualidad se destina a la Caja de Crédito Agrario Industrial y Minero, será destinado al programa de vivienda de interés social en las zonas rurales, dentro de la política que señale el Gobierno.
