Artículo tercero. El Ministerio de Defensa podrá incorporar personal adicional hasta un diez por ciento (10%) por encima del pie de fuerza autorizado, siempre y cuando el valor de los contratos de que trata el artículo 1º. de esta Ley permita sufragar los gastos correspondientes.
