ARTICULO 8° El servicio de transporte público colectivo municipal de pasajeros y mixto será prestado por sociedades o cooperativas legalmente constituidas o por sociedades comerciales o cooperativas administradoras y operadoras de sistemas o subsistemas de transporte terrestre automotor debidamente autorizadas, previo el lleno de los requisitos exigidos por este Estatuto.
