ARTICULO 2.4.4.5.3 .- REQUISITOS PARA ADELANTAR LA ORGANIZACIÓN, PROMOCIÓN O FINANCIACIÓN DE UNA INDUSTRIA. Cuando el Instituto de Fomento Industrial, IFI, decida organizar, promover o financiar una industria, deberá invitar públicamente a todas las personas domiciliadas en el departamento en donde vaya a establecerse la factoría o industria, a fin de darles ocasión de invertir sus ahorros en acciones de ella, según la reglamentación que para el efecto dictará el Gobierno Nacional y en forma tal que se logre dar facilidades de inversión a los pequeños capitalistas y a las rentas menores.
