Mecanismo de restricción. En los tráficos donde el Ministerio de Transporte, con asesoría de Dimar, y previo concepto del Ministerio de Comercio Exterior, estime procedente establecer el mecanismo de restricción, total o parcial, éste se entenderá impuesto a las empresas de transporte marítimo cuyos piases establezcan restricciones y a sus asociadas.
