Para que el concesionario pueda traspasar, total o parcialmente, el permiso que se le conceda, a personas naturales o jurídicas, nacionales o extranjeras, necesita autorización previa del Gobierno Nacional, quien podrá negarlo cuando por causas de utilidad pública o como lo estime conveniente, mediante providencia debidamente motivada.
