El Gobierno formará Circunscripciónes Electorales compuestas de tres Distritos Electorales contiguos.

Cada Circunscripción elegirá tres Representantes y sus respectivos suplentes.

Será cabecera de la Circunscripción Electoral la capital del Departamento que designe el Gobierno, quien procurará que las cabeceras de las Circunscripciónes Electorales lo sean también de las Provincias Electorales.
