Los Cajeros, Pagadores de establecimientos bancarios, mercantiles o industriales, y en general las personas que al expedir pública o privadamente cualquier documento de los que deben llevar estampillas fueren responsables de la omisión de ellas, incurrirán en una multa de uno a cinco pesos, más el valor de las estampillas omitidas; y los que recibieren los documentos en que se note la falta, incurrirán en una multa igual al doble de las estampillas requeridas.
