Art. 28. La remisión de pliegos eleccionarios de cualesquiera clases que sean deberá hacerse siempre por conducto de una autoridad ú oficina pública á quien el Gobierno pueda hacer responsable por el extravío, alteración ó no entrega de ellos. Los Administradores de correos deberán cumplir estrictamente, con pena de pérdida del empleo, además de exigírseles la responsabilidad consiguiente, los deberes que les están atribuídos en el Capitulo XV de la Ley
