° Créase el Instituto Colombiano de Estudios Históricos, con el fin de que se analice y estudie en los archivos nacionales y extranjeros los que se relacione con la historia de Colombia; se coordinen las labores investigativas en el campo de la historiografía y se forme un equipo de consagrados a reunir en las fuentes de la historia todos los elementos para una exacta apreciación y difusión de los lastos colombianos.
