Cuando el impuesto de timbre no se hubiere pagado de acuerdo con el artículo 15, se pagará como sanción, además del impuesto, un recargo del ciento por ciento (100%) del valor de aquél. Dentro de la actuación oficial no se tendrá en cuenta el documento mientras no se dé cumplimiento a lo aquí dispuesto.
