La creación de nuevos empleos que la administración requiera, sólo podrá hacerse por medio de decreto, el cual necesitará la aprobación del Organo Ejecutivo. En el mismo Decreto se fijará la asignación y el capítulo y artículo del presupuesto de donde va a tomarse la partida.
