Autorícese al Gobierno Nacional para efectuar las apropiaciones presupuestales necesarias para dar cumplimiento a la presente ley, lo anterior previa inscripción de los proyectos en el Banco de Programas y Proyectos de Inversión del Departamento Nacional de Planeación y el cumplimiento de las demás disposiciones legales para acceder a recursos del Presupuesto Nacional.
