El presente Decreto tiene por objeto sistematizar, coordinar y reglamentar algunas disposiciones de los Códigos del Menor, Nacional de Policía, Sanitario, Penitenciario y Carcelario, Sustantivo del Trabajo y Nacional de Tránsito Terrestre y otras normas que establecen limitaciones al porte y al consumo de estupefacientes y sustancias psicotrópicas y fijar los criterios para adelantar programas educativos y de prevención sobre dicha materia.
