Art. 3.° Las disposiciones anteriores no se oponen á que los Departamentos que estén en capacidad de hacerlo funden sus Escuelas Normales de varones, ó las de mujeres, aquéllos en los cuales no se organizaren por cuenta de la Nación. Pero tanto las unas como las otras se regirán por los reglamentos de las nacionales, y el Gobierno ejercerá en ellas la suprema vigilancia é inspección.
