Art. 10. Los tenedores de las materias que constituyen los monopolios de que trata este Decreto no podrán darlos á la venta; pero el Gobierno ó los que se subroguen en sus derechos los comprarán por el precio que les fijen peritos nombrados por los interesados y un tercero en discordia designado por aquéllos, salvo que los tenedores convengan amigablemente en el precio de venta con el Gobierno ó sus representantes.
