No obstante lo dispuesto por el Decreto extraordinario número 53 de 1953, el Estado podrá otorgar garantías o continuar con las obligaciones ya asumidas de entidades cuyo objeto social sea de manifiesta conveniencia para la economía nacional a juicio del Consejo de Ministros, cuando en tales organizaciones intervengan funcionarios designados o aprobados por el Gobierno en la forma que éste acuerde con las respectivas Juntas Directivas y los prestamistas.
