Artículo décimo primero. Las Contralorías Departamentales, la contraloría Distrital y la Contraloría General de la República en las Intendencias y Comisarias, tendrán a través de sus agentes, la vigilancia y fiscalización de los recursos de que trate el presente Decreto.

Parágrafo

Dichas entidades reglamentará su recaudo, administración y control mediante establecimiento de sistemas prácticos que garanticen la efectividad y eficaz inversión de tales recursos en los fines que las disposiciones que se reglamentan persiguen.
