Los proyectos de cofinanciación que se encuentren identificados en el decreto de liquidación y sus distribuciones para los cuales el representante de la entidad territorial no presente proyecto, no apruebe la cofinanciación o se abstenga de firmar el convenio respectivo, podrán ser presentados, cofinanciados y ejecutados por las Juntas de Acción Comunal o por otros órganos territoriales cuando tengan jurisdicción.
