EL presupuesto ejecutado en el rubro de horas extras y horas cátedra de 1992 por cada uno de los Fondos Educativos Regionales, no podrá superar en más del veintiséis punto ocho por ciento (26.8%) al ejecutado en 1991, bajo la responsabilidad del Delegado Permanente del Ministerio de Educación Nacional ante los Fondos Educativos Regionales. Su incumplimiento será causal de mala conducta, tanto para este funcionario como para los miembros de las Juntas Administradoras de los Fondos Educativos Regionales.
