Plantas de personal de carácter temporal para los órganos del sistema general de regalías. El departamento nacional de planeación, el ministerio de hacienda y crédito público, el ministerio de minas y energía, así como sus entidades adscritas y vinculadas que cumplan funciones en el marco del sistema general de regalías, el ministerio de ciencia tecnología e innovación y el ministerio de ambiente y desarrollo sostenible, podrán disponer de plantas de personal de carácter temporal para el ejercicio de dichas funciones. La creación de las plantas de personal se sujetará a lo dispuesto por las normas que le sean aplicables. CAPÍTULO 5 EJECUCIÓN DEL PRESUPUESTO DE GASTOS DE RECURSOS DE INVERSIÓN Y DE FUNCIONAMIENTO
