La entidad que actualmente recaude el ingreso a que se refiere el numeral b) del artículo 12 entregará al Instituto el porcentaje a que se refiere el mismo artículo, a medida que el ingreso fiscal se produzca sin que pueda alegarse ningún motivo para su retención o demora.
