Para autorizar los cupos de endeudamiento, las Asambleas y los Concejos pueden incluir créditos apalancados con asignaciones del Sistema General de Regalías únicamente cuando este tipo de recursos se destine a financiar proyectos de inversión previamente aprobados por los Órganos Colegiados de Administración y Decisión.
