Ningún empleado o agente del Gobierno podrá celebrar contrato o contraer obligación alguna que requiera la erogación de fondos públicos, a menos que haya en el Presupuesto una apropiación para ello, cuyo saldo no gastado, libre de otras obligaciones, sea suficiente para cubrir el gasto proyectado.
