Art. 18. Queda prohibido á los particulares, desde que rija este Decreto, el establecimiento de nuevas fábricas de cigarrillos, pero las que estuvieren establecidas antes de dicha fecha podrán seguir funcionando hasta que el Gobierno resuelva lo contrario, para el solo efecto de elaborar las materias primas que sus dueños tengan ó hayan pedido antes de la fecha aludida, pero mediante el pago de los derechos de consumo fijados en el artículo anterior, los que se liquidarán sobre los cigarrillos que se den a la venta.
