Los funcionarios, Jueces o Magistrados a quienes competa intervenir en cualquier forma o conocer de los juicios de nulidad de que trata esta Ley y que sin causa justificada dejen transcurrir los términos en ella señalados sin practicar las diligencias o pronunciar los fallos que les correspondan, sufrirán, como pena, la destitución del empleo y que quedarán inhabilitados durante diez años para servir empleo o cargo público.
