El ejercicio de las actividades mineras debe hacerse buscando un equilibrio armónico entre el desarrollo económico y social de la industria minera y la preservación del medio ambiente; en consecuencia esas actividades deben desarrollarse en tal forma que se prevengan y controlen los efectos nocivos que puedan causarse sobre el medio ambiente.
