Las disposiciones generales sobre franquicia consignadas en el presente Decreto serán aplicables a los envíos que hayan de incluirse en las cuentas mensuales a que se refiere el artículo anterior. Cada Ministerio y Departamento Administrativo, en vista de las relaciones que el Ministerio de Correos y Telégrafos acompañará a las cuentas mensuales, hará efectivas al responsable de la irregularidad las sanciones previstas en el artículo 1° de este Decreto, de mulla igual al décuplo de los derechos correspondientes y multa hasta de $ 20 en caso de reincidencia.
