Artículo primero. Apruébase en todas sus partes y declárase debidamente legalizado, el contrato de préstamo firmado por los señores Ministros de Obras Públicas y de Hacienda y Crédito Público con el Banco Internacional de Reconstrucción y Fomento, de fecha 10 de abril de 1951, y por la cantidad de diez y seis millones quinientos mil dólares (US$ 16.500.000.00) o su equivalente en otras monedas extranjeras.
