En las partes de los bosques a que no alcance una concesión hecha por el ministerio, o en los intermedios que se dejen de acuerdo con el artículo 9o. o de la ley a favor de la nación, podrán concederse permisos para explotaciones en menor escala, por conducto del jefe político de la jurisdicción donde estén situados.
