Toda campaña tendiente a evitar los cultivos y la producción, tráfico y consumo de sustancias estupefacientes, deberá ser dirigida y supervisada por el Consejo Nacional de Estupefacientes, directamente o a través del Comité Técnico que se crea por medio de la presente Ley.
