La Constitución sólo podrá ser reformada por un Acto Legislativo discutido primeramente y aprobado por el Congreso en la forma ordinaria; y de igual modo considerado en la reunión anual subsiguiente, y aprobado en ésta, por ambas Cámaras, en segundo y tercer debates, por la Mayoría absoluta de los individuos que componen cada una de ellas.
