Las reincidencias en una falta irán agravando la pena correspondiente á ella, hasta tocar su máximum; y si necesario fuere, se irán aplicando gradualmente penas de mayor gravedad, así: del retardo en la instrucción por varias veces, se pasará a la multa; de ésta, por tres veces, se pasará al arresto; y así sucesivamente.
