Artículo tercero. El pago del auxilio de que trata el artículo primero de este Decreto, su manejo e inversión y la rendición de las cuentas correspondientes a la Contraloría General de la República se efectuarán con arreglo a las normas administrativas y fiscales vigentes para esta clase de organizaciones.
