Art. 1.° Los Gobiernos de los Estados de la Unión y los Prefectos de los Territorios nacionales procederán sin pérdida de tiempo a la formación del censo general, ajustándose a las prescripciones de la citada ley de 1.° de Abril de 1858 y del decreto ejecutivo de fecha 2 de Octubre de 1869, y consultando además el de 30 de Julio de 1858 para la mejor inteligencia de los puntos que puedan ser aplicables en la actualidad.
